New laws and regulations to check fraudulent land deals in Karnataka



Karnataka govt will soon bring about much-awaited reforms in earnings related issues mainly to check fraudulent land deals, illegal formation of layouts and corruption in sub-registrar offices.
Replying to a debate to look for suggestions for bringing about several reforms in revenue department, Prasad said the Congress govt is working on bringing in a visible change in the next 6 months in the revenue sector.
He said govt will frame new rules or amend rules to curb registration of revenue sites, check mushrooming of illegal layouts and corruption in sub-registrar offices in and around Bangalore.
The government will make computerized registration of properties by expediting the on-going process of integrating Bhoomi (land records) and Kaveri (land registrations), the two e-governance schemes of the state govt. “The new system will not just improve the registration procedure but also put an end to bogus registrations and corruption, that are widely prevalent in Bangalore rural,” Prasad said.
He said govt would also soon bring in an amendment to the relevant act to give effects to the Right to centre’s fair compensation and transparency in property acquisition, rehabilitation and resettlement Act, 2013 to provide fair or just compensation to land owners who lose livelihood on account of acquisition.
Action plan to get back land: Prasad said the department will soon be ready with a natural and time-bound action plan for recovery of over 4 .5 lakh acres of govt land encroached in the state.
He said he has directed all of the deputy commissioners (DC) to prepare an action plan belonging to their respective districts on the instructions from the high court in response to a PIL filed by the Samaj Parivartan Samudaya. “Once they will be ready we will go ahead with the operation to reclaim the encroached lands,” he added.
In all, he said 13, 02, 241 acres of govt land have been encroached upon in Karnataka.

43 new taluks: The govt would positively look into implement the proposal of the previous BJP regime for formation of 43 new taluks. The, he said would be done in a phases manner. The govt will fill as many as 237 vacant tahsildar posts and 619 and 1 ,036 vacant posts of Earnings Inspectors and Village Accountants, respectively and build mini-vidhna soudhas in all taluks.
